James W. Shortt, Esq.

Jim Shortt has been practicing law since 1988. He is a native of Floyd County, Virginia, his family having lived in the mountains in and near Floyd County for well over 200 years. Jim is admitted to practice before all State Courts in the Commonwealth of Virginia, as well as the United States District Courts for the Western and Eastern Districts of Virginia, and the United States Court of Appeals for the Fourth Circuit.

After passing the Virginia Bar in 1988, Jim was an associate for two years in a Richmond law firm where he negotiated government contracts and litigated in federal and state courts in the eastern section of Virginia. From 1990 to 1995 he was an Assistant Attorney General for the Commonwealth of Virginia, assigned to the Civil Litigation, Real Estate and Construction Sections, where he represented colleges, universities and state agencies throughout the Commonwealth.

Jim opened his own firm in Floyd in 1995. He is Town Attorney for the Town of Floyd, counsel for the Floyd-Floyd County Public Service Authority, counsel for Citizens Telephone Cooperative, Commissioner of Accounts for Floyd County, a qualified Commissioner in Chancery for the 27th Judicial Circuit, and is counsel to numerous businesses, corporations and organizations in Floyd, Patrick, Montgomery and surrounding counties.

Janet Murrell, Esq.

Janet Murrell is a native of North Carolina but has lived in Hillsville for the past thirteen years. She began her professional career as an engineer with a manufacturing plant in Hillsville. She then decided to attend law school and was admitted to the Virginia State Bar in 2013. She was an associate for a year with a law firm in Wytheville where she handled traffic and family law cases.
She and her husband, Isaac, have two children.

Melissa W. Spence
Legal Assistant

Melissa is a Floyd County resident and graduate of Floyd County High School. She has 31 years of experience in the legal field. Before joining the firm in 2003, she worked as an Administrative Assistant to Warren G. Lineberry, Commonwealth’s Attorney of Floyd County and as a Legal Assistant with the firm of Warren G. Lineberry, Attorney, Inc.

Melissa assists in real estate and loan closings, Commissioner of Accounts work, estates, wills, and corporate and business matters. She also assists in telecommunications and municipal work.

She and her husband, Robert, have three sons and six grandchildren.


Jessie Gallimore
Legal Assistant

Jessie lives in the Alum Ridge section of Floyd County. She is a 1998 graduate of Floyd County High School. Prior to joining the firm, Jessie was legal assistant for the firm of Stephanie Murray Shortt, P.C. Her father Robert Boswell, is a retired Floyd County attorney.

Jessie assists with litigation, both civil and criminal, and assists with wills, estates, and corporate, municipal and business work.

She and her husband, Matthew, have a son and a daughter


Haley Perry
Legal Assistant

Haley is a Carroll County resident and graduate of Carroll County High School. She is currently attending Wytheville Community College to attain her Associate of Applied Science in Business and Office in Administrative Support Technology with a Specialization in Legal Assistant. Haley joined the firm in May of 2019.

Haley assists with real estate and cash closings, estates, wills, and civil work.

She and her husband, Bradley, have two sons.
